Bring the water to a boil in a small saucepan (about 5 minutes)
Remove from heat, add the lavender tea bags, cover the saucepan and let it steep for about 5 minutes
Discard the tea bags and reserve the liquid
In a medium saucepan, combine the cinnamon, hibiscus flowers, orange slices, and honey
Bring to a boil, stirring with a wooden spoon and pressing on the orange peel to release its juice (about 1 minute)
Add the reserved lavender liquid, mix well and let it simmer for about 5 minutes
Remove from heat and strain through a sieve into a bowl
Serve immediately
