Cook the beans with water and vegetable broth until tender
In another pan, heat the olive oil and fry the ground beef until browned
Add the chopped onion, garlic, and tomato
Simmer until the ground beef is well cooked
Add the cooked beans
Season with salt if needed and pepper
Cook until the liquid thickens
Combine the grated cheese and cilantro
Serve with rice.
