In a medium saucepan, bring the sweetened condensed milk, whole milk, and egg yolks to a boil over medium heat, stirring until thickened
Transfer to a 9-inch pie dish and let cool
In a small saucepan, melt the chocolate with water over low heat
Remove from heat and let cool slightly
Dip the biscuits in the melted chocolate mixture and arrange on top of the pudding
Cover with the remaining chocolate glaze
In a stand mixer, beat the egg whites until stiff peaks form
Set aside
In another mixing bowl, combine the heavy cream and beaten egg whites, stirring gently
Pour over the chocolate glaze in the pie dish and refrigerate for at least 1 hour
