Melt 2 tablespoons of butter in a pan. Add 1 medium onion, chopped into small pieces. Cook for about 5 minutes. Remove some coconut with a slotted spoon and reserve. Place 1/4 cup of all-purpose flour in the pan and stir well. Remove from heat and add 2 cups of milk. Blend in a blender. Simmer the soup in the pan, adding 2 cups of water and the reserved coconut. Let it boil for 4 to 6 minutes.
