Fry the beef in oil until golden brown
Achieve a harmonious balance by combining the bacon, onion, bay leaf, salt, garlic, and water
Simmer at high heat for 1 hour and 30 minutes or until the beef is tender and falls apart
If needed, add more water
When it's ready, season with salt, then mix in parsley, scallion, chives, and cilantro
Mix well and serve.
