1 cup all-purpose flour
1 tablespoon baking powder
1/2 cup unsalted butter at room temperature
3/4 cup dark brown sugar, packed
1 egg
1 teaspoon vanilla extract
1 1/2 cups rolled oats
3/4 cup chopped hazelnuts
3/4 cup semisweet chocolate chips
1 cup all-purpose flour

1/2 cup unsalted butter at room temperature

Combine the flour and baking powder
Set aside
In a large bowl, cream together the butter and sugar until light and fluffy
Beat in the egg and vanilla extract
Add the flour, oats, and 1/2 cup of the hazelnuts
Mix until just combined
Spread the mixture evenly into a greased 9x13-inch baking dish
Dust with all-purpose flour
Bake at 350°F for 20 minutes or until golden brown and firm to the touch
Remove from oven
Sprinkle with chocolate chips
Allow to cool until the chocolate has melted
Spread with a spatula
Dust with the remaining hazelnuts
Allow to cool until the chocolate has set
Use a sharp knife to cut into bars, 5x3.5 inches.
