Preheat the oven to 350°F (180°C)
Grease and flour a 21-centimeter round cake pan or tart pan with removable sides. Reserve
Prepare the crust: In a large heatproof bowl set over a pot of simmering water, melt the chocolate and butter, stirring gently
Let cool slightly
Add the all-purpose flour, yeast, and salt
Mix until just combined
In another bowl, whisk together the eggs, vanilla extract, and pecan halves until smooth
Combine the wet and dry ingredients, mixing until just combined
Pour into the prepared pan and bake for 20 minutes, or until a toothpick inserted in the center comes out clean
Let cool in the pan for 10 minutes before transferring to a wire rack to cool completely
Prepare the caramel: In a medium saucepan over medium heat, combine the brown sugar, corn syrup, and water
Cook, stirring occasionally, until the sugar dissolves
Remove from heat and whisk in the heavy cream and vanilla extract
Pour the warm caramel over the cooled turtle brownie, spreading with an offset spatula
Let cool completely before cutting into pieces and serving
