In a large bowl, combine the shrimp, water, lime juice, and salt. Reserve
In a skillet, sauté the onion and garlic in olive oil over high heat for three minutes or until golden brown
Blend the tomatoes in a blender and add to the skillet
Add the papaya puree, vinegar, and red pepper sauce
Stir and let simmer for three minutes
Add the shrimp with the seasoning and cook until opaque
Transfer to a serving dish and garnish with cilantro
Serve with rice if desired
