In a small saucepan, prepare a syrup with the sugar and water
Let it boil until it reaches the firm ball stage (make the test by putting a little warm syrup into a cup with water and trying to form a ball that holds its shape)
Beat the egg whites until frothy and slowly add the syrup while keeping the beaters running
Continue beating until stiff peaks form
Add the orange zest and mix lightly
In a large bowl, create a layer of whipped cream, orange segments, and sprinkle with coconut flakes
Serve chilled.
