Prepare the syrup
Soak the orange peel in cold water for approximately 8 hours
Then, boil it with water and sugar until the peel is tender
Remove the syrup from heat, let it cool, and reserve
Prepare the marmalade
Mix together cornstarch, milk, and sugar
Heat over low heat, stirring constantly, until thickened
Remove the marmalade from heat, mix in almond extract and orange flower water
Place the marmalade into a glass jar or small containers
Refrigerate
Serve covered with the syrup.
