Combine the flour, butter, yeast, and salt in a bowl
Mix well and add the water gradually
Knead with your hands until you form a dough
Line mini pastry cups with the dough, then create small ridges around the edges of each cup with a coffee spoon
Place the pastries in a medium preheated oven until golden brown
Remove from the oven and fill each pastry with sweetened condensed milk
Return to the oven just long enough for the milk to melt slightly
Serve warm, dusting with cinnamon.
