Soak the wheat for cabbage rolls in boiling water for 15 minutes
Drain and squeeze out excess water
In a bowl, combine the wheat, ground beef, carrot, onion, flour, salt, and parsley
Shape into rolls and brush with the mixture of Worcestershire sauce and olive oil

Preheat the oven to 180°C
Place the rolls in a lightly oiled baking dish and bake for approximately 30 minutes.
