Season the beef with salt and pepper
Melt butter and coat the beef on all sides
Transfer to a baking dish and cover with aluminum foil
Bake in a medium oven for 40 minutes or until desired level of doneness (well done, medium rare, or rare)
Remove from oven and let cool

Mix olive oil, capers, lemon juice, half the Parmesan cheese, salt, and pepper
Slice the beef thinly, drizzle with the sauce, sprinkle with remaining Parmesan cheese, and serve chilled.
