PREPARE THE FILLING: In a bowl, mix the ground beef, egg, lime zest, breadcrumbs, and milk
Season
Shape into 1-tablespoon balls and coat in flour
Fry in hot oil and drain on paper towels. Reserve
PREPARE THE SAUCE: Combine all ingredients in a medium saucepan, bring to a boil, then reduce heat
Simmer for about 10 minutes, stirring occasionally
Add the filling and let cool slightly
Stuff the meatball halves with the filling and garnish with lettuce leaves
