In a large pot, place 3 liters of water, cover, bring to a boil, and let it simmer
Add one tablespoon of salt and let it simmer again
Add the macaroni in batches, stir well, and cook until al dente without covering
Sauce
Over high heat, sauté the garlic, green pepper, and tomatoes in olive oil until the vegetables are tender
Add the white wine and mussels, season with salt and pepper to taste, and let it simmer well
Drain the macaroni
Mix with the sauce and serve immediately.
