Place the garlic cloves in two layers on a large saucepan
Add enough water that reaches halfway up the height of the garlic
Add the butter and salt
Simmer partially covered until it comes to a boil, then reduce heat and cook with partial lid until the garlic is soft (about 12-15 minutes), stirring occasionally with a wooden spoon
Remove the lid, increase heat and cook until almost all liquid has evaporated (about 5-6 minutes), stirring occasionally
The garlic will lightly brown
Sprinkle with cheese and stir carefully
Transfer to a serving dish and serve with meats or poultry
