Soak the dried beef, changing the water once
Chop it into small pieces and sauté in a pan with oil until browned
If the beef is fatty, add less oil
When the beef is well-browned, add the onion and garlic
Add the rice and let it cook for a little while
Add boiling water to two fingers above the rice
Check the salt and simmer over low heat until the meat is tender
Serve immediately.
