Heat the olive oil well in a large pot
Add the onion, garlic, and brown well
Add the bell pepper, salt to taste, and beef; stir well
Cook, stirring constantly, until the beef is nicely browned
Add the remaining ingredients, cover, and cook slowly for another 35 minutes; add a little water if it gets too dry.
