In a large skillet, sauté the onion, garlic, and rice in olive oil until they start to brown
Add the lingcod and cook for 5 minutes
Add the parsley, red bell pepper, and 3 cups of water, salt, and black pepper
Simmer covered for 25 minutes or until the rice is cooked and the liquid has been absorbed
Add more water if needed
