For the topping
1/2 cup melted unsalted butter or margarine
1 cup confectioners' sugar
1/4 cup milk
2 cups confectioners' sugar, for dusting

Combine ingredients (in order)
Pour the batter into a greased 40x27cm baking dish and bake in a moderate oven (170°C) for about 20 minutes
While that's baking, make the topping: whisk together confectioners' sugar and melted butter or margarine, then let it sit for a bit, stirring occasionally
Reduce heat and simmer for another 2 minutes
Next, add milk and let it sit until slightly thickened
Remove from heat and let cool slightly
Gradually add confectioners' sugar, whisking well, then spread over the baked batter and cut into bars
