Preheat the oven to 350°F (moderate)
In a bowl, sift together the flour, cinnamon, pepper, baking soda, and salt
Add the grated ginger
In a large bowl, cream together the butter and both types of sugar until light and fluffy
Add the honey and egg
Gradually add the sifted ingredients and mix with a wooden spoon
Add the raisins and pecans
Scoop tablespoon-sized portions of the dough onto a baking sheet, leaving about 5 cm between each biscuit
Bake for 12 minutes or until the bottom layer is lightly golden
