Preheat the oven to 350°F
In a bowl, whisk together the flour, yeast, and salt
Set aside
In a stand mixer, cream together the butter and sugar until light and fluffy
Beat in the egg and orange zest
Mix in the reserved flour and work the dough until smooth
Bake the cookies on a large ungreased baking sheet for 15 minutes
Remove from the oven and let cool completely
