In a saucepan, combine the milk, coconut milk, and sugar
Bring to a boil
Pour the liquid over the tapioca in a bowl and mix
Let it rest for at least 30 minutes or until the tapioca absorbs the liquid, puffs up, and becomes soft
Remove 2 spoonfuls of the tapioca mixture and with moistened hands, shape into long fritters
Heat oil in a saucepan and fry the fritters gradually until they are golden brown
Remove them with a skimmer and let them drain on paper towels
Dust with sugar and cinnamon
Serve warm or cold
