Preheat oven to 350°F (medium)
Grease a large baking dish with butter. Reserve
Make the dough: in a medium saucepan, bring water and melted butter to a boil over high heat
Add flour, one cup at a time, whisking vigorously until a ball of dough forms (about 3 minutes)
Remove from heat and add eggs, one at a time, whisking until smooth
Pipe the dough into long strips onto the prepared baking dish, leaving 5 cm between each strip
Bake in preheated oven until golden brown and firm to the touch (about 50 minutes)
Let cool and reserve
Make the filling: in a medium saucepan, combine all ingredients except for chocolate liqueur
Cook over low heat, stirring constantly, until thickened (about 5 minutes)
Add chocolate liqueur, mix, and remove from heat
Transfer to a bowl, cover with plastic wrap in contact with surface, and let cool
Pipe the filling into the reserved dough strips. Reserve
Make the topping: in a medium bowl, combine all ingredients
Beat until smooth and creamy (about 5 minutes)
Spread over the cooled bombes and let set (about 10 minutes)
Arrange on a serving plate and serve immediately
