Combine the condensed milk, chocolate em pó, and butter in a saucepan and let it come to a boil, stirring constantly
Simmer for 4 minutes
Remove from heat
Let cool for 20 minutes
Add the crushed ladyfingers and raisins and mix well
Let cool completely
Form into balls and place in paper cups
Let set for 3 to 4 days
