In a 9-inch microwave-safe dish, combine the oil, bell pepper, onion, and garlic
Microwave on high for 3 minutes
Add the corn, flour dissolved in heavy cream, hot pepper flakes if desired, and salt
Mix well
Cover with plastic wrap leaving a small opening and microwave on high for an additional 4 minutes, stirring halfway through
Arrange the shrimp over the creamy mixture and cook on high for an additional 10 minutes or until pink
Let it rest for 3 minutes before serving
