Season the beef with salt and black pepper and coat it in flour
Heat the olive oil in a pan and cook the beef on all sides
Add the water, wine, salt to taste, garlic, and thyme
Cover the pan and let it simmer or roast in a moderate oven (170°C) for about 2 hours
About 30 minutes before removing the beef, add the onion and carrot
Remove the grilled beef from the pan and place it on a warm platter with the vegetables
Slice the beef into thin strips and serve with the sauce left over in the pan
