Clean the beef well and reserve
In a bowl mix together the breadcrumbs, allspice, parsley, chives, egg, and garlic
With a sharp knife, make an incision in the middle of the beef along its length and fill with the breadcrumb mixture
Heat the olive oil in a pressure cooker and brown the beef
Add the water, close the pressure cooker, and cook for 40 minutes from the boil's starting point
Cool rapidly under cold water
