For the pepper
1/3 cup of cassava flour
2 cups of water
1/2 teaspoon of crushed red pepper
Salt to taste (optional)
1/3 cup of chopped fresh parsley and whole red peppers for garnish
Cut the beef into strips with a knife
In a pan, combine the beef, onions, garlic, and oil, and fry for 10 minutes or until the beef browns
Add 2 cups of water and cook, stirring occasionally, until the liquid evaporates
Add the remaining water gradually as it evaporates and cook for 1 hour and 30 minutes or until the beef is tender and there is only a little bit of broth left
If necessary, season with salt
Transfer the beef to a bowl and reserve the broth in the pan
Prepare the pepper
In a bowl, dissolve the cassava flour in water, add it to the broth in the pan, and cook, stirring constantly, until it thickens and forms a crust at the bottom
Season with crushed red pepper, if necessary, and salt to taste
Dust the beef with chopped parsley, garnish with whole red peppers, and serve with the pepper
