Season the fish with salt, black pepper, a spoonful of olive oil, one-quarter cup of chopped parsley, and two cloves of garlic minced
In a pan, heat the remaining olive oil over high heat
Add the remaining whole garlic cloves and sauté until golden brown
Discard the garlic
Add the tomato and remaining parsley
Cook, stirring occasionally, for 10 minutes
Add the seafood, cover the pan, remove from heat, and reserve
Heat the oven to a very hot temperature
Grease two sheets of parchment paper with butter, place one on top of the other, and put the fish in the middle
Cover with the reserved seafood, baste with olive oil, and seal the package tightly
Arrange in a baking dish and bake for 30 minutes
