Mix the wheat flour with salt and black pepper
Dust the meat thoroughly with this mixture
In a large pot, heat the olive oil
Add the meat and brown it on all sides
Remove excess fat
Add hot water, onion, salt, English Worcestershire sauce, lemon juice, pure tomato, to taste, thyme, and cloves
Cover the pot and cook until the liquid boils
Reduce heat and simmer for about 1 1/2 hours
Add onions and carrots, cover again, and simmer for another 30-45 minutes or until the meat and vegetables are tender
Remove from the pot, place in a tightly sealed container.
