In a large saucepan, fry the green peppers, onions, and garlic in butter and olive oil for 5-8 minutes or until the onions are golden brown
Add the tomato puree and season to taste
Cover and simmer gently for about 20 minutes, stirring occasionally
Add the crab or shrimp meat and cook for an additional 3-5 minutes
If it becomes too thick during cooking, add a little hot water
Finally, add the heavy cream and heat through without letting it boil
Serve in a deep bowl and garnish with toasted bread
