Add the beef and bacon to the water
Cover and let cook for two hours, add the vegetables, simmer slowly for 15 minutes
Add the smoked tongue, cook until the vegetables are tender
Remove 4 1/2 cups of broth from the stew
Let it boil and join the rice
Let it cook slowly for 30 minutes
Drain the stew and pour the broth into soup bowls
Place the beef on a platter and garnish with the vegetables around it
Serve 6 portions.
