In a pot, melt the butter or margarine, add the onion, green pepper, and salt
Cook, stirring for about 7 minutes
Add the all-purpose flour and stir well
Gradually add the chicken broth, beating vigorously with a wire whisk or wooden spoon until it thickens slightly
Add the cheese, a little at a time, still beating
Add the heavy cream
Let it warm up well and strain through a sieve
Season to taste
It can be served hot or cold
