Combine the rice, water, milk, sugar, and eggs in a pressure cooker
Close the cooker, bring it to high heat, and when the pressure starts, reduce the heat to low and cook for 8 minutes
Remove the pressure and open the cooker
Mix in the condensed milk, cinnamon, and nutmeg
Cook without pressure for an additional 5 minutes
Sprinkle with lemon zest
Serve hot or chilled.
