In a small saucepan, combine 1/4 cup of water and the gelatin
Let it sit for 5 minutes then heat over low, stirring until the gelatin dissolves
Transfer the mixture to a bowl, add the remaining water and all other ingredients, and mix well
Place the bowl in an ice bath with cold water and ice and stir occasionally until the cream thickens slightly
Distribute into individual cups and refrigerate for 20 minutes
Decorate with chocolate morsels and passion fruit seeds.
