Combine the flour, butter, and salt and mix until a dough forms
Add water and knead into a ball
Wrap it in plastic film and refrigerate for 30 minutes
Stuffing
Dissolve half of the butter, add onion, and fry
Season with salt and black pepper
In the remaining butter, fry potato slices until soft and season with salt and black pepper
Assemble
Preheat oven and grease the pan
Roll out 2/3 of the dough and line the bottom and sides of the pan
Spread half of the cheese, leaving a small border
Cover with part of the onion and potato
Repeat layers
Open the remaining dough and cover the filling
Beat egg with milk and brush the empanado
Bake for 40 minutes or until golden brown.
