2 1/2 cups of milk

In a large pot, combine the beef, water, garlic, salt, black pepper, and bay leaf
Let it come to a boil
Remove any foam that forms on the surface
Reduce heat and simmer partially covered for 2 hours
Remove the beef and reserve
Skim off any fat from the broth
In the same pot, melt the butter or margarine
Add the onion and cook until golden brown
Add the broth and potatoes
Bring to a boil, then simmer partially covered for 20 minutes
In a separate bowl, mix together the milk and flour
Gradually add this mixture to the stew, stirring well
Add the beef and simmer gently for 10 minutes or until it thickens slightly
Serve for about 8 people.
