In a pressure cooker, heat the olive oil
Fry the crushed garlic clove and chopped onion until they're well browned
Add the meat and cook until it's nicely browned too
Add the red wine, beef broth, rosemary, and let it cook under pressure for 45 minutes
Release the pressure, add the carrots and cook for another 10 minutes
Add the peas and let it cook for an additional 5 minutes.
