In a large saucepan, create a layer with potatoes
Spread some onion and add the sardines
Sprinkle with parsley, salt, and pepper to taste
Drizzle with vinegar and olive oil, repeating layers until all ingredients are used
Add the rosemary sprig on top of the last layer
Cover the saucepan and cook over low heat
Lift the saucepan off the heat and shake it occasionally to prevent sticking at the bottom and cook until potatoes are tender
Remove from heat, drizzle generously with olive oil, and serve.
