Line a medium-sized baking dish with a sheet of aluminum foil, preferably double thickness
Spread the butter or margarine in the middle of the paper
Pile the slices of beef on top of the greased part of the paper, overlapping them slightly
Dust with onion soup (as it comes out of the package)
Top with the sliced pepper and tomatoes
Dissolve the cornstarch in water, pour over the meat and vegetables
Fold the foil tightly over the contents without compressing the meat
Bake in a moderate oven (170°C) for about 2 hours or until the beef is tender
To serve, place the entire 'package' on a platter
Open the package by doubling the aluminum foil
Dust with parsley and serve 4 to 6 portions.
