Place the hot water in a pitcher
Add the instant coffee powder
Mix until it dissolves
Add the milk
Scoop 1/2 cup of chocolate ice cream into each glass
Add the coffee and milk mixture
Fill almost to the top with club soda
Garnish with whipped cream, if desired
