Place some gaze pieces on top, put an orange peel in the center, and tie the ends together to form a bundle (or doll, as they say)
Repeat with cinnamon, ginger, clove, and cardamom

Bring the mixture of honey, water, and bundles to a boil in a saucepan, then let it simmer until thickened
Remove from heat and let cool

Pour the syrup into jars with screw-top lids, add the spirits, and let it rest for at least 15 days
Add the saffron and remove the bundles
Fill a decanter with the bottom cut off (below) and fill the neck with cotton
Let it sit upside down in contact with another decanter to filter the liquid through the cotton
Let it rest for 20 days before serving.
