In a bowl, gently mix together the flour, salt, and baking powder
Add the cold butter, cut into small pieces, to form a coarse crumbly mixture
Gradually add the ice-cold water (1 tablespoon at a time), mixing with a spoon until the dough is homogeneous and holds its shape when touched
If needed, add a little more water
Shape the dough into a disk, wrap it in aluminum foil
Chill for 15 minutes.
