Place the water and dried fish flakes in a pot and bring to a boil
Remove from heat and let it sit for a while
Strain the broth and remove the dried fish flakes
Mix in the fermented soybean paste and add tofu cubes
If desired, garnish with shiso leaves
Serve with white rice and pickled cucumbers
