Prepare the basic mayonnaise: In a bowl, combine the egg yolks and mix with a wooden spoon or electric mixer (chicote) until smooth
If desired, beat with an electric mixer on low speed
Add the oil in a thin stream, continuously mixing until thickening
Add the lemon juice, salt, and pepper and mix for another minute to achieve mayonnaise consistency
Cover and reserve
Process the yellow pepper in a blender and add it to the mayonnaise
Add the mustard and heavy cream, whipped to stiff peaks
Beat for 1 minute to prevent the cream from separating
This mayonnaise is less thick
