Melt the butter or margarine over medium heat and sauté the onion and garlic until golden brown
When the mixture is lightly browned, add the flour and mix to form a smooth paste
Add the cold water and stir until well combined
Add the beef bouillon tablet and let simmer at low heat
Taste and adjust seasonings as needed, adding black pepper to taste.
