Mince the garlic with salt, combine it with lemon juice and season the fillets

In a large skillet, layer a portion of fish, then top it with some tomato, onion, green onion, and cilantro
Drizzle with olive oil and annatto oil
Alternate layers until all the fish is used up
Cover and cook over low heat without stirring
Shake the skillet occasionally to prevent sticking
Serve with rice and pirão.
