4 green onions cut in half (with the green part)

Heat a pressure cooker
Add oil
Reduce heat and add garlic, salt, black pepper, ginger, and onion
Fry until browned
Remove from the pot with a skimmer. Reserve
Pat dry the beef with paper towels
Reheat the pot and brown the beef on all sides, in batches if necessary
Return all the beef to the pot, along with soy sauce, vinegar, and molasses
Add scallions and fried ingredients first (garlic, onion, etc.)
Add enough water to just cover the beef
Close the pot
Let it come to a boil
Reduce heat and simmer for about 40 minutes
Remove the beef
Skim the fat from the sauce
Pour the sauce back into the pot
Add cornstarch, dissolve, and cook for a few minutes to thicken
Pour over the beef
Garnish with green onions.
