Step 1: Combine the Malagueta pepper and remaining ingredients in a bowl
Wrap it with plastic wrap and refrigerate for an hour
Step 2: Place the fish and sauce in a pressure cooker, cover, and cook at high heat for four minutes or until boiling and slightly tender
Let it stand for a minute before serving
Step 3: Reduce the heat and simmer for another two minutes
Remove from heat and let all pressure release
If desired, garnish with cilantro.
